我国大学科技园高质量发展效率比较研究

Research on the high-quality development efficiency of university science parks in China

摘要 国家大学科技园聚焦成果转化与产业化发展,是国家创新体系的重要组成部分。新时代高质量发展对国家大学科技园建设提出更高要求,分析其高质量发展效率可有效促进其资源配置优化,支撑国家科技创新发展,服务教育强国、科技强国建设。故本文采用三阶段DEA模型,根据相关统计年鉴,对2014—2023年我国26个省份大学科技园高质量发展效率进行测算与比较分析。研究发现:整体上大学科技园高质量发展效率良好,但省域间区域分化问题凸显。经环境因素调整后发现,整体技术效率和规模效率被高估,纯技术效率被低估,各项环境指标对大学科技园高质量发展存在相应的影响关系。不同类型省份表现各异,高投入高效省存在资源冗余,低投入高效省配置合理,高投入低效省需优化资源,低投入低效省需提升纯技术效率以突破瓶颈。最后针对性提出加强区域资源协调、完善优化环境适配机制等建议,并根据区域差异提出多元化的改进路径。 The national university science and technology park stands as a pivotal cornerstone,driving the transformation of achievements and the development of industrialization,and it is undeniably an integral part of the national innovation system in today's era.As we navigate the new era marked by high-quality development,the construction of national university science and technology parks is imperative,and it is increasingly endowed with higher requirements and missions.Analyzing the national university science and technology park s high-quality development efficiency can effectively promote the evolution of its resource allocation,provide robust support for national technological innovation,and serve the grand goals of building a strong nation in education and science and technology.In view of this,based on an in-depth analysis of the high-quality development efficiency of national university science and technology parks,this paper adopts the three-stage DEA model,and relevant statistical yearbooks are consulted to conduct a measurement and comparative analysis of the high-quality development efficiency of university science parks in 26 provinces of China from 2014 to 2023.The research findings reveal that,on the whole,the high-quality development efficiency of university science and technology parks is satisfactory.The high-quality development level of university science parks in our country is good,demonstrating their significant contributions to national development.However,there are obvious regional differentiation of its high-quality development efficiency among various provinces.This disparity not only reflects the different economic and technological bases of each region but also highlights the need for targeted policies to address the imbalance.This paper also takes into account the influence of environmental factors.A thorough elimination analysis was conducted on various environmental indicators,such as local government support policies,market demand levels,and the availability of infrastructure.Upon adjusting for environmental factors,it was found that the overall technical efficiency and scale efficiency had been overestimated,while the pure technical efficiency had been underestimated.This discovery emphasizes the importance of considering environmental factors in the evaluation process,as they can have a profound impact on the development efficiency of university science and technology parks.Various environmental indicators exert corresponding influence relationships on the high-quality development of university science and technology parks,forming a complex and interconnected system.The performance of high-quality development efficiency levels varies among provinces with different input-output types.Provinces with high investment and high development efficiency are judged to have resource redundancy in their development.In contrast,provinces with low investment and high development efficiency indicate excellent resource allocation.Provinces with high investment and low development efficiency need to consider optimizing resources.Meanwhile,provinces with low investment and low development efficiency urgently need to focus on how to improve pure technical efficiency to break through bottlenecks.Finally,this paper specifically puts forward a number of developmental suggestions:for the high-quality development of university science parks in China,it is necessary to further strengthen the coordination of regional resources,and at the same time,increase and optimize the environmental adaptation mechanism,etc.This article simultaneously adopts‘classified measures and precise empowerment’based on regional differences and proposes diversified paths for efficiency improvement.It is anticipated that these suggestions and paths will contribute to the further development of national university science and technology parks and provide valuable references for relevant policymakers and practitioners.
