摘要
为应对具有耦合现象的突发事件,对突发事件的耦合机理进行研究,并提出相应的应对策略。首先分析突发事件耦合的类型以及耦合因素的类型,然后探讨耦合对突发事件产生影响的原因,研究耦合因素在突发事件中产生的效应,最后提出突发事件耦合的应对策略。结果表明:耦合因素在突发事件中的效应,共有独立效应、相似效应、交互效应、促进效应和消减效应5种模式。这5种效应的作用方式和对突发事件的影响均不同。应对耦合的策略包括隔离策略、保险策略、对冲策略、抑制策略、改征策略、换境策略。在突发事件应对过程中,应根据耦合因素以及耦合效应的特点选择不同应对策略。
Coupling mechanism of an emergency and strategies for coping it was discussed in order to deal with emergencies with coupling effect. Firstly, classification of coupling and coupling factors was ana- lyzed. Secondly, the reasons for effect of coupling on emergency were discussed. Thirdly, the effects of coupling factors emergency were studied. Finally, strategies for coping with coupling were developed. The results show that factors of coupling have five basic functions, including an independent function, a similar function, an interactive function, promotive function and a reducing function, that and each function plays a different role in an emergency, that strategies for coping with the coupling include a seclusion strategy, a counteracting strategy, an inhibitory strategy, a character changing strategy and an environment changing strategy and that optimal strategy for coping with coupling should be determined after analyzing features and functions of coupling factors.
