摘要
竞争政策是市场竞争规律与国家管理经济职能互相作用的产物，也是国家实现其“公平”与“效率”的一项经济政策；竞争法是实现国家竞争政策的根本手段，它必然以竞争政策的目标作为自己的基本内容；竞争法的实施，实质上就是竞争政策的实现。因此，我国在建立与完善竞争法律制度的过程中，应该认真研讨并界定我国的既定的竞争政策，并通过竞争法使其得到贯彻、落实和实现。
The competition policy is formed on the basis of the interaction of competition regulation in the market and management function of the government accordingly. It is also an economic policy through which the government intend to reach the goal of 'fairness'and 'efficiency'. The competition law is a basic means to ensure the competition policy, thus it contains the goals of the competition law. In this sense, realization of competition law is actually realization of the competition policy. The author concludes that in the course of establishing a legal system of competition we may study carefully and define explicitly our existing competition policy and work out ways to carry it out through the competition law.
