摘要
行政审批制度作为行政机关对社会经济事务实行管理的一种手段,其设置科学与否直接关系到政府行政效能的发挥,文章以顺德行政审批制度改革为视角,系统探讨了顺德行政审批制度改革的历史背景与基本情况,理性分析了顺德行政审批制度改革的特色与成效、困境与对策,藉以发挥示范效应,为我国地方政府行政审批制度改革提供经验借鉴。
The administrative examination and approval system, as a means of administrative management of social and eco- nomic affairs, whether it is scientific or not is directly related to the government administrative efficiency. With the example of the reform experiment at Shunde, the thesis probes into the historical background and the basic situation about the Reform of Administrative Examination and Approval Systerm in Shun De, and rationally analyses the characteristics and efficiency, predicament and countermeasures of Shun De reform, in order to achieve a demonstrative effect and provide experiential ref- erence for China＇s administrative exarnination and approval system reform at the level of local government.
