摘要
研究并制定实施更优惠的土地政策是山西省"百企千村"产业扶贫开发工程顺利推进的重要保证。一是要创新土地利用机制,建设用地指标优先保障惠民支农工程,并科学合理用好增减挂政策,拓宽建设用地供给渠道,保证建设用地。二是要创新土地流转机制,规范土地流转行为,稳定土地承包经营权,完善土地流转的价格评估和价格形成机制,建立健全土地流转的风险防范机制,推进农业产业化发展。三是要创新土地治理机制,引导企业参与土地开发,围绕土地整治发展"五位一体"开发性农业。
The formulation, and implementation of more favorable land policies are essential for the smooth progress of ＂ hundred--companies--thousand--villages＂ poverty alleviation project in Shanxi Province. First, to innovate strategic land use, prioritize construction land utilization for farmer--favor projects, scientifically and reasonably implement the ＂ increase--decrease--suspend＂ policy, explore new construction land resources, and ensure construction land supplies. Second, to introduce new strategies for land transfer, standardize procedures of land transfer, stabilize rural land--use right, streamline price determination and assessment, establish strategies for risk assessment and prevention during land transfer, and promote agriculture industrialization. Third, to develop new land management strategies, encourage compa- nies to participate in land planning and utilization, and optimize land consolidation and ＂ Five Aims＂ integration for sus- tainable agricultural development.
