摘要
以贵州省忠诚镇在易地扶贫搬迁工作中实施的反租倒包土地流转创新模式来对搬迁农户后续扶持工作进行研究,发现在易地扶贫搬迁政策实施中存在实践限度的现实情况下,通过反租倒包推动地方农业产业发展、增加就业岗位的方式,给搬迁农户的生计转型提供了一个稳定的发展机会,激发了搬迁农户的自觉能动性,有效解决了搬迁农户的生计困境问题。基于此,反租倒包的土地利用创新模式可能成为后扶贫时代巩固脱贫攻坚成果、支持脱贫攻坚向全面推进乡村振兴平稳过渡的政策选择。
This paper researches the follow-up support of relocated farmers based on the innovative mode of“leaseback and subcontract”land transfer implemented by Zhongcheng Town in Guizhou province in the work of poverty alleviation and relocation.It is found that under the realistic situation that there is a practical limit in the implementation of the policy of poverty alleviation and relocation,the way of promoting the development of local agricultural industry and increasing jobs through“leaseback and subcontract”provides a stable development opportunity for the livelihood transformation of relocated farmers.It stimulates the initiative of the relocated farmers and effectively solves the livelihood dilemma of the relocated farmers.Based on this,this paper believes that the land use innovation model of“leaseback and subcontract”may become a policy choice to consolidate the achievements of poverty alleviation and support the smooth transition from poverty alleviation to rural revitalization in an all-round way.
