摘要
高校购置仪器前科学的可行性论证制度对于学校资金的合理利用、教学科研的有序发展能起到非常重要的作用。笔者通过调研,了解到大部分高校实行大型仪器购置前论证制度,但由于学校每年购置量的大小,各高校对论证的重视程度不一,论证模式也有所差别。根据平常的工作经验,笔者认为,论证不应拘泥于高校现有论证形式,可灵活多样,根据论证仪器的特点和价格采用校内学术委员会论证、相关学科教授专家论证、电话或者函件咨询论证、论证小组调研考察论证、厂家自我比较论证等方式,为学校最终决策提供良好的证据支撑。
Scientific feasibility study system for purchase instruments is very important in the use of funds,and for teaching and scientific research.Through investigation,we learned that most of the universities has prepurchase demonstration system of large-scale instruments,but due to the annual purchase quantity,various universities pay attention to demonstration is not the same,demonstration mode is also different.According to the usual work experience,the author considers that,argument should not rigidly adhere to the current form,but should be flexible.According to the characteristics and price verification instrument it can be demonstration of academic committee,subject experts,professor telephone or letter consultation,investigation,argumentation group demonstrated,manufacturers selfcomparisons,and other methods,to provide a good evidence to support schools for the final decision.
