摘要
本文通过分析目前整体开发和管理实践中存在的主要问题，提出国际河流与国家河流相比较，其开发和管理的特点，最后就实现国际河流整体开发和管理中的动力、合作层次、协议、制度协调等方面问题提出相应的观点。
This is paper analyzes the problems of the integrated development and management at present., and then the characteristics of the development of international rivers. In this, some issues around motivation, cooperative levels, agreements and institutional problems are discussed realizing the integrated development and management of international river basins.
