摘要
根据36个中国工业行业2001~2010年投入产出和工业污染排放数据,运用非参数前沿分析法——方向性距离函数分年度和行业测算了中国工业行业因环境规制导致的效率损失及规制成本。研究发现,中国工业行业的环境技术效率正呈现逐年上升趋势,但整体效率水平还不高,改善空间很大;在比较有无环境规制约束下的测算结果表明,中国工业行业普遍都存在环境效率损失和规制成本,而且行业差异明显,污染密集型行业的效率损失和规制成本要高于清洁生产型行业。在此基础上,提出了改善中国工业环境效率的相关政策建议。
Based on the industrial input- output and pollution emission data oi 30 industries in China, the paper uses nonparametric frontier analysis method--DDF (Directional Distance Function) to calculate the efficiency loss and the regulation cost caused by environmental regula tion. Research finds out that environmental efficiency of Chinese industries has an increasing tendency, but the overall level of efficiency is not high enough, so there is still much room for im- provement ; Under the conditions of "environmental regulation" and "non - environmental regula- tion", the comparative test results show that both efficiency loss and environmental regulation cost can be found in Chinese industrial sections, and there are significant differences between different industries.
