摘要
本文根据2001-2008年28个制造业的工业产出、资源投入和二氧化硫排放数据,在对环境技术函数和环境方向性距离函数进行改进的基础上,计算各行业的环境技术效率及其发展趋势,并对影响产业环境技术效率的因素进行了回归分析。研究发现:中国制造业的环境技术效率总体水平较低,但是大多数产业的环境技术效率都呈上升趋势;在影响产业的环境技术效率因素中,科技投资加强、经济发展水平提高促进了环境技术效率的提高;中小企业比大企业更易改善环境技术效率;外商投资可能带来产业"污染天堂";环境规制没有达到提高环境技术效率的目的。
Based on the outcome,energy cost and SO2 emission of 28 manufacturing industries from 2001 to 2007,and an analysis of the environmental technology function and environmental directional distance function,this essay calculates the efficiency of environmental technologies of different industries and the respective developing trends.Then the paper analyzes the factors which impact on the efficiency of environmental technologies.The result shows that the general efficiency of environmental technologies in China's manufacturing industries is low,but the efficiency of many industries are rising.Among the factors which impact on the efficiency of environmental technologies,scientific investment and economical development boost the progress of efficiency of environmental technologies.Medium and small size enterprises are found easier to improve the efficiency.FDI enterprises might bring severe pollution,and environmental regulation does not improve the environmental technological efficiency.
