我国产学合作人才培养中企业机会主义行为的制度分析 被引量:17

An Institutional Analysis on Chinese Enterprises' Opportunistic Behavior in Industry-University Cooperation Education

摘要 目前我国产学合作人才培养面临的挑战是如何增强企业的参与动力。研究表明,激励我国企业参与产学合作人才培养的因素包括利益算计和价值恰当考量;阻碍因素是利益算计和信息不对称;近六成企业的参与属于战略性慈善行为。在实践中,由于现行政策与企业属性的交互作用,企业机会主义行为盛行。为此,我国应制定产学合作人才培养专门政策,创新政策工具,优化实施机制,并制定和完善相关法律法规,以提高企业的社会责任。 Currently, how to enhance the participation of the enterprises has become the challenge of the industry-university cooperation education in China. The questionnaire shows that interest calculation and value appropriateness are the major factors encouraging the en- terprises to participate in industry-university cooperation education; while the major impedi- ment factors are interest calculation and information asymmetry; and nearly 60% of enterpri- ses take part in the industry-university cooperation education, which is an action of strategic philanthropy. From the interviews, it is found that the prevalence of opportunistic behavior among Chinese enterprises during the industry-university cooperation education, which is the result of the interaction between the current policies and enterprise's attribute. Therefore, it should establish specific policy on industry-university cooperation education, make innova- tions in policy tools and introduce cost sharing mechanism, optimize implementation mecha- nism, formulate relevant laws, and improve enterprises' social responsibility.
