摘要
文章针对目前农业科研院所内部管理"行政化"带来的不利影响,从传统文化、现实背景两方面分析其成因,提出了现有体制下农业科研院所内部管理"去行政化"改革应树立"以人为本"的管理理念,充分发挥学术权力的重要作用,同时加强对行政权力的监督制约。
According to the current negative impacts caused by the "administrationization", the reasons were analysed in the paper from the traditional culture and the realistic background. It was proposed that under current system, reform of "de-administrationization" in the internal management of agricultural research institutes should set up a concept of people oriented, give full play of academic authority and strengthen supervise and control of administration authority at the same time.
