医院集团的组建得到了政府的倡导与支持,政府的支持应是对市场机制作用的正常反应,因为医院集团组建的基础是市场的作用。医院集团的组建过程中适当的政府行为是必要的,有时甚至是必须的,但政府的作用主要应体现在对医疗服务市场环境的培育和规范上。
Larger hospital groups are expected to feature or provide: a wide professional, functional, geographical, and distributional coverage at local or regional levels, mainly owing to an expotential development of the use of communication technology where computers link patient information between hospitals and general PHC practitioners; review, improvement and development of conventional, new and high technology, pharmaceuticals, and other medical supplies; the potential role and benefits maybe allowed by a free enterprise style of operation; scarcely less important are investment, planning, programs, arrangements in scientific research as a frequently missing link to be inserted; any system of plurality of this sort is not only conditioned by adequate vocational frameworks but also at the same time by encouraging managerial policy, by mutual respect, reliability, cooperativeness, fair partnership and last but not least by organisational strength of providers for holistic benefits.
