摘要
当前各地在组建医院集团过程中存在垄断和发展方向问题,规模不经济问题,“拉郎配”与“跟风”问题;在医院集团运行过程中存在管理体制、法律地位和其它配套政策不配套问题,人员、财产和土地等处置问题,内部运行与管理机制问题,医院文化冲突问题等。对此,本文提出了组建医院集团应正确定位政府在组建医院集团中的作用,做好市场调研和细分,推动医院集团建立技术进步与扩散机制,进一步实现体制上的突破。
Currently, the organization of hospital group has the problem such as monopoly and direction of development, uneconomicscale, “arranged marriage”, “just following the others”. In the operation of hospital group, there are problems such as unmatched managerialsystem, legal status and other policies, problems in handling staff, property and land, in internal operation and managerial mechanism, in hospitalcultural confrontation etc. As a result, the article outlines that the governmental role should be correctly positioned in organizing hospital group,marketing investigation and analysis should be done properly to promote the group to establish mechanism of technical progress and expansionand to have further breakthrough in system.
