摘要
应对气候变化的重要手段之一是进行低碳环境友好技术转移,实现技术转移的主要途径为清洁发展(C D M)机制。但目前,低碳技术的转移并不尽人意,究其原因主要是由于外部环境发育尚不够成熟,且在实施过程中存在诸多转移障碍。本文分析了低碳环境友好技术的重要性和转移现状,归纳提炼了技术转移的主要影响因素,并提出了促进我国技术转移的建议。
CDM is considered as the main route to achieve low-carbon environment-friendly technology transfer that is the important means for fighting climate change. But now, the transfer of low-carbon technologies is unsatisfactory. That is due largely to the development of external environment is still not mature enough and there are many obstacles to the transfer in the implementation process. This paper analyzes the importance of low-carbon environment-friendly technologies and the transfer situation, summarizes and refines the main factors affecting technology transfer, and puts forward some proposals to promote the technology transfer of China.
