摘要
党的十八大报告确立了"社会主义协商民主"概念,将协商民主从政治理念和政治实践提升为国家民主制度,是新的历史条件下人民民主理论的重要创新和发展,标志着社会主义协商民主理论和制度的正式确立。健全社会主义协商民主制度,需要从理论架构、制度体系、立法层面、机制层面、实践层面完善顶层架构,使协商民主成为中国政治发展的战略性基础平台,拓宽中国未来政治建设和民主政治的发展空间。
The Report to the 18th CPC National Congress set forth the concept of ＂socialist consultative democracy＂, thus promoting the consultative democracy to the level of state democratic system instead of political theory and prac tices. In order to strengthen the system of socialist consultative democracy, we need to improve the top level structure from the aspects of theoretical structure, institutions ＆ systems, legislation, mechanism and practices, so that the con sultative democracy will become a strategic platform for political development in China and more rooms will be provided for future political construction and development of democratic politics in China.
