摘要
桐乡作为浙江省县级公立医院改革先行试点县市,于2011年12月启动了以"药品零差率"为核心的县级公立医院综合改革。一年来,取得了"服务人次上升、患者负担减轻、医院收入结构优化"的良好态势。但县域内群众就诊率整体偏低,这与大病基本不出县的医改目标还有一定的差距。在对该县域内群众就诊率现状与患者流失原因分析的基础上,提出提高医疗核心能力、实施开放合作战略、提升医疗服务品质、提高医疗服务效率、统筹推进各项配套保障措施等提高县域内群众就诊率的对策,以期为推进县级公立医院改革提供参考。
As one of the hospital for the first round of public hospital pilot reform in Zhejiang province, Tongxiang hospital carried out drug ro mark up centered reform in December 2012. Effectiveness such as larger anaount of outpatient and inpatient, lower patients＇ disease burden decreasing and better hospital income structure has been showed after a year. But the rate of people stay in county for medical eatment is relatively low. Compared to the goals of reform, it still has gaps. Based on the analysis of the rate of stay in county for medical laeatment and its causes, suggestions such as improving medical Inenent capacity, implementing cooperation strategy, promoting medical service quality and efficiency and integrating support policies are prented to give femnce for county level public hospital reform.
