摘要
围绕政府采购出价清单的多轮谈判预示着我国加入GPA的日期临近,我国现行政府采购体制的内在冲突以及与GPA的外围对接障碍都凸显重构政府采购法律体制的迫切需求。为了推进国际经济一体化,促进世界贸易的自由化,审视政府采购体制的缺陷,转变政府立法理念,以公平、正义、透明领衔各项采购制度设计,才能从根源上破除政府采购的困境,实现政府采购体制功能地有效发挥。
The several rounds of negotiations related to the government procurement bid list have indicated that the date for China to join GPA is approaching. The internal conflict resulting from the current government procurement system in China and the external obstacles preventing China from joining GPA have presented the urgent need to reconstruct the government procurement legal system. In.order to promote the international eco- nomic integration and push forward the freedom of world trade, it ernment procurement system, to transform the government legislati is necessary to find out the defects in the gov- on views and to establish a fair, just, transpar- ent procurement system so as to break through the plight of government procurement and achieve efficiency in government procurement system.
