摘要
GPA的产生是国际社会政府采购进入成熟阶段的标志;我国政府采购法律制度近年虽然取得了很大进步,但仍不能适应社会经济发展的要求,也无法满足我国即将加入GPA的需要。综观国外政府采购的成熟做法与经验,我国政府采购制度应从指导思想、法律体系、管理制度以及政府采购政策功能发挥的保障制度建设等方面作进一步的完善。
The emergence of GPA is a sign of government procurement of international society entering into mature period. Though China＇s government procurement legal system has made great progress since these years, it can not adapt to the requirements of social economic development,either it can meet the needs of China＇s GPA accession. Looking at the mature experiences of foreign government procurement, China＇s government procurement system must be further improved in ideological instruction,legal system, administrative system and safeguard system in elaborating policy function of government procurement.
