关键基础设施安全风险管理的三重困境 被引量:5

摘要 关键基础设施正在面临着越来越不对称的外在威胁,而传统的基础设施风险管理理论和方法难以为此提供有效的支撑,因此需要重新定位关键基础设施的风险管理方向。结合若干典型的案例,识别了关键基础设施安全风险管理中的连锁失效困境、互锁困境和脆弱性消减困境,并分析了以上三重困境之间的结构关系。对以上三重困境的识别,有利于从整体性的视角重新定位关键基础设施风险管理所面临的核心科学问题。 Critical Infrastructures are subjecting to many increasingly asymmetric external threats while the traditional risk management theories and methods are hard to accommodate this challenge. Hence it is needed to redirect the risk management of critical infrastructures. Through combining some classic cases, this paper identifies the dilemma of cascading failures, the dilemma of interlocking and the dilemma of vulnerability reduction, and analyzes the structural relationships of above threefold dilemma. This research forms a basis to support mapping and formulating the key research questions of risk management for critical infrastructure security with a holistic perspective.
