摘要
在绩效指标设计上,国际金融组织秉承以结果为导向的管理理念,有针对指标开发的操作手册,保障了项目监测与评价的统一性,体现了完整的逻辑关系,有利于分析项目目标实现的因素;在国内,政府投资项目的绩效评价更多体现了对项目的监督检查,更注重项目合规性评价,绩效指标体系缺乏整体性与统一性,难以发挥绩效评估的作用。我国在农业建设项目绩效评价中,需要逐步完善相关制度与方法,制定符合国情项目绩效评价理论规范的指标体系。
The international organization＇s concept of performance evaluation designing for agricultural building project is the result-oriented,which can ensure the unity of the project＇s monitoring and evaluating,bear logical relation and is better for analyzing the factors for realizing the goals.But the internal performance evaluation index system of the government usually checks and controls the projects but lacks of integrity and unity.It falls short of performance evaluation.So we need progressively complete the correlative institution and methods in practice and build the Chinese performance evaluation designing for agricultural building project.
