摘要十八大报告要求"加快完善社会主义市场经济体制",指出"经济体制改革的核心问题是处理好政府与市场的关系,必须更加尊重市场规律,更好发挥政府作用。"这指明了当前完善社会主义市场经济体制的基本内容和根本目标。理论界一些人由于对社会主义市场经济体制的内涵缺乏理论认识,把它解释为市场在资源配置上起根本性、主导作用,政府、计划的作用则是弥补市场缺陷。这种认识没有弄清谁是矛盾的主要方面,谁是矛盾的次要方面,把政府与市场的地位和作用弄颠倒了,这非常不利于完善社会主义市场经济体制,阻碍科学发展观的贯彻。必须把颠倒了的关系颠倒过来,确立根据科学发展观要求制定的经济社会发展规划在资源配置上的主导地位,更好发挥政府作用。
