摘要
为使水库安全生产管理规范化、标准化,根据系统论原理和持续改进的要求,采用策划(P)—实施(D)—检查(C)—持续改进(A)循环法(PDCA)对水库安全生产进行动态循环管理,提出了水库安全标准化管理PDCA运行模式及任务,构建了水库安全生产标准化管理体系和功能设计,该系统由13个功能模块、33个子功能模块组成。重点介绍了水库隐患排查治理子模块、绩效评定与持续改进子模块功能,并探讨了水库安全生产标准化管理系统的创新点及效果,有助于提升水库安全生产整体管理水平和效率,便于实现水库安全生产的长效管理。
In order to normalize the reservoir safety production management, according to the principle of system theory and the requirements of continuous improvement, the planning （P）-implementation （ D）-eheck （ C）-continuous improvement （A） cycle method （PDCA） is adopted to manage the reservoir safety production dynamically. And this paper proposes the reservoir safety standardization management PDCA mode of operation and task. Then, the reservoir safety production standardization management system and function design are established. At the same time, the sub-module of reservoir hidden danger treatment, performance evaluation and continuous improvement of the function modules are stressed. Finally, the reservoir safety production standardization management system innovation and effect are discussed. Thus, it is helpful on promoting the reservoir safety production overall management level and realizing the reservoir long- term management of safety production.
