摘要
我国水库大多建于20世纪50~70年代,受当时经济、技术、资料的限制,很多工程建设标准低,质量较差,加上经过多年运行及水库管理水平参差不齐,许多水库存在安全隐患问题。为了保证水库的安全运行并充分发挥其社会经济效益,需要加强水库的管理工作。在分析我国水库管理现状的基础上,针对我国水库管理存在的管理水平参差不齐,许多水库存在着管理体制不顺、管理经费无保障、缺乏运行管理监测设施、无运行管理资料记录、水库存在安全隐患、水库效益欠佳等问题,从水库管理体制改革,病险水库除险加固,明确水库管理范围与职责,建立健全水库管理体制等方面提出了完善我国水库管理的建议。
The reservoirs in China were mostly built in the period of 1950s to 1970s.Due to the limitations of economy,technology and data in that time,and their low building standard and poor quality,uneven management levels in different reservoirs in many years,many of them have safety and trouble problems.In order to guarantee their safe operation and fully exert their social and economic benefits,the reservoir management should be strengthened.Based on analysis of reservoir management status in China,in view of the problems in reservoir management such as uneven management levels,unordered management system,unavailable management funds,insufficient monitoring devices,lack of operation management records,hidden dangers,low economic benefit and so on,we put forward the suggestions for perfecting reservoir management in China from the aspects of management system reform,danger removing and reinforcement,management scope and responsibility definition,management system establishment and improvement of reservoirs.
