摘要
本文对基本药物集中招标采购的带量采购进行了探讨,分析带量采购在基本药物集中招标采购中应用的优势,通过"量价挂钩"等方式,达到合理降低药品价格的目的;并分析了"一品三剂型两规格"和"单一货源承诺制"可能导致货源过于集中,难以满足多样用药需求等问题。并针对问题提出改善思路及相关建议。认为带量采购整体上利大于弊,对于完善基本药物采购机制有积极作用。
In this paper the procurement of essential medicines with target quantity in centralized bidding and purchase of essential medicines was discussed and the advantages of this procurement mechanism were analyzed. The approaches were applied such as ＂the linkage of quantity and price＂ to reduce the drug price in centralized bidding. The possible problems were analyzed such as the excessive concentration of supply and the difficulty to meet the various needs of medication, which may be caused by the exiting situation of ＂one product with three dosage forms and two specifications＂ and ＂sole source commitment＂. Ideas and suggestions for the improvement were put forward to solve the problems. It was considered that procurement with target quantity showed more benefits than its disadvantages as a whole and it will play an active role in improving the procurement mechanism of essential medicines.
