摘要
目的:探讨高值医用耗材带量采购中约定采购量的产生和分配规则,分析影响未中选产品余量再次分配的因素以及约定采购量分配规则对带量采购工作的影响。方法:以海南省参与的省际联盟人工晶体联合带量采购、三省市冠脉扩张球囊联合带量采购、国家组织冠脉支架集中带量采购实践为例,对比分析不同规则对分配结果的影响。结论:采取的分配规则,中选产品的原有市场份额、品牌知名度等对分配结果产生较大影响。因此,应制定更加符合高值医用耗材特性的分配规则,保障带量采购工作顺利开展。
Objective:To explore the generation and distribution rules of agreed purchase quantity in high value medical consumables with quantity procurement,analyze the factors influencing the redistribution of the surplus of unsuccessful products and the infl uence of agreed purchase quantity distribution rules on with quantity procurement.Methods:The eff ect of diff erent rules on the allocating results were analyzed by taking the examples of agreed quantity allocation rules in inter-provincial alliance of public medical institutions for Intraocular Lens procurement,Guizhou/Chongqing/Hainan Provincial purchasing for Coronary dilatation balloon procurement,and the States centralized purchasing for coronary stents.Conclusion:The distribution rules adopted,the original market share and brand awareness of the selected products will have a great impact on the distribution results.Therefore,it is necessary to formulate allocation rules that are more in line with the characteristics of high-value medical consumables to ensure the smooth development of procurement.
