摘要
低碳技术推广速度决定了低碳经济发展速度。在"高碳经济"向"低碳经济"转变的过程中,科技政策的倾向与支持对低碳技术的研发、应用甚至低碳产品的普及都具有加速意义。低碳经济的引入驱使国家与地方层面都陆续颁布了相应的科技政策,然而,无论是从系统性、操作性以及实际的推动效果看都还有待加强。结合低碳经济的要求、当前低碳技术发展的现状以及区域科技政策的特点,提出结合区域技术与经济基础,有选择地确定减碳技术或碳汇技术进行科技政策制定的路线,增强科技政策引导低碳技术的针对性与激励效果。
The development speed of low- carbon economy is determined by the fast roll- out of the low carbon technolo- gy. With the transition from ＂high - carbon economy＂ to ＂ low - carbon economy＂ , the preferential policies will be of great importance to speed up the R＆D and application of low - carbon technology and popularize the low - carbon products. Some corresponding policies are promulgated by the national and local level driven by the introduction of a low carbon econ- omy, which needs improving both in systematization and operability. So the carbon reduction technology and carbon seques- tration technology should be confirmed selectively in combination with the local development level to put forward the science and technology policy.
