摘要
发展低碳经济正在成为全球共识,技术创新是从高碳工业文明向低碳生态文明转型的根本途径,发展低碳经济的关键在于能源技术创新,科技管理制度创新是实现低碳技术创新的根本保障;中国低碳技术创新面临现存"高碳模式"、能源结构单一、能源技术落后、研发能力低下、发达国家"转移排放"、减排资金匮乏、政府科技政策缺陷等诸多不利因素的制约;发展中国低碳经济必须依靠技术创新,提升产业结构,优化能源结构,提高自主创新能力,积极研发低碳技术,自主研发与对外合作相结合,力争掌控低碳核心技术,不断深化科技管理体制改革,建立健全低碳经济发展保障制度。
As the development of low carbon economy becomes a global consensus, the fundamental way to transform is technology innovation which is from high-carbon industrial civilization to low carbon eco civilization. The key to develop the low carbon economy depends on energy technology. And innovative technology management system becomes the fundamental guarantee of low carbon technology innovation. Low carbon technology innovation in China faces many unfavorable factors, such as high carbon model, the simplicity of energy structure,outdated energy technologies,low research and development capabilities, transfer emissions from the development countries, lack of funds to reduce emission,and defects in the government's science and technology policy. In order to develop China's low carbon economy, it's necessary to rely on the elevated energy structure, enhanced independent innovation, active research and development of low-carbon technologies. In the meanwhile, the independent research and development must be combined with the external cooperation, strive to control the core technology of lowcarbon. Deepening the technology management system's reform can establish a sound security system to develop low carbon economy.
