摘要
本文基于生态补偿理论和我国生态补偿实践,提出了企业补偿关系建立意愿的类型和内涵,分析了补偿关系建立意愿的影响因素。本文运用截面调查数据,考察了企业规模、生态破坏复合性、信息公开机制、政府规制能力、与规制者协商机会对企业建立直接生态补偿关系意愿的影响。研究结果表明,企业规模和信息公开机制对建立直接补偿关系意愿具有正向影响;政府规制能力对建立直接补偿关系意愿具有负向影响。本文根据如上发现提出了相应的政策建议。
The article illustrates the basic concepts as well as the typology of participatory willingness of CRDE and explores why coal resources development enterprises(CRDE) choose distinct relationships to compensate local duthorities in habitats and ecological environments in the circumstances where the local authorities are experimenting with the ecological compensation systems.Using cross-section data,the article tests the hypotheses about how productivity scale,ecological damage multiplicity,information publicity,regulatory capability and negotiation opportunity affect the participatory willingness of CRDE to establish direct and indirect compensatory relationships.The results indicate that productivity scale and information disclosure mechanisms have positive impact on the participatory willingness of CRDE to establish direct compensatory relationships,and that government's regulatory capacity has negative effects on it.The article raises some suggestions based on the findings above.
