摘要
在支持汽车产业方面,中国政府颁布了系列国产化政策来推进中国汽车产业的自主化发展。国产化率是国产化政策中的重要标准,它的概念和计算方式影响着国产化政策实施的方向和最终效果。现行有关汽车产业国产化率的概念既不能反映中国企业掌握核心技术的状况,也掩盖了国内零部件生产企业外资化、合资化的问题,将导致国产化政策不能有效地实现对汽车产业自主化的扶持。因此,需要对现行国产化率的计算标准进行重新分析和界定。本文通过分析现行国产化率标准存在的问题、形成原因及其危害,针对性地提出改进建议,希望能够制定更加合理的国产化率标准来推进国产化政策对中国汽车产业自主发展的促进。
To support the automobile industry, the Chinese government has issued a series of localization policies as to promote the in- dependence of Chinese automobile industry. The localization rate is an important standard in the localization policies, whose concept and computing ways affect the implementing orientation and final effects of localization policies. The current concept of localization rate of automobile industry can' t reflect if Chinese enterprises have mastered the core technologies, while it covers the truth that domestic components and parts are mainly produced by joint ventures or foreign-owned enterprises so that the localization policies could not be effectively implemented to support the independence of the industry. Therefore, the cal- culation standard for the current localization rate should be reanalyzed and redefined. Based on this, this article analyzes the existing problems of the current localization rate standard, discusses the reasons and harms, and then provides some improve- ment suggestions for a more reasonable localization standard as to promote the independence of Chinese automobile industry.
