摘要
通过对1991—2010年中国农村水利投资分析,发现农村水利投资总量增长速度快,但波动性和阶段性特征明显,而农村水利投资机制不健全是导致投资波动的主要原因,在此基础上进一步分析农村水利投资对农业生产的贡献,发现农村水利投资对农业生产贡献度高;提出健全农村水利投资机制,加大农村水利投资力度的建议。
By analyzing the rural water conservancy investment in China from 1991 to 2010,it is found that the total investment in the rural water conservancy has a fast increase,and the investment exhibits obvious characteristics of fluctuation and stage.The imperfect investment mechanism is the main cause of the fluctuation.On such a basis,the contribution of the rural water conservancy investment to the agricultural production is further analyzed,and it is higher than that of other production factors.Suggestions of increasing the rural water conservancy investment and improving its investment mechanism are proposed.
