中国城市水资源系统效率实证研究——基于网络BAM模型的分析 被引量:2

摘要 现有关于我国作为发展中国家的水资源效率的研究,主要集中在农业、工业和综合利用方面,而对城市水务业效率这一越来越重要的问题的深入研究相对较少。运用网络BAM模型测度我国2 9个省、市、自治区在2003-2014年间的城市水资源系统效率,发现我国城市水资源系统效率存在明显的时空差异。从空间维度看,生产阶段效率呈现"东-中-西"依次下降趋势,东部地区城市在综合效率、生产阶段和污水处理阶段的表现均优于中部和西部城市,西部的综合效率和污水处理阶段效率高于中部;从时间维度看,在2003-2014年间,我国城市水资源系统效率有下降趋势,投入无效率是水资源系统生产阶段无效率的主要原因,投入和合意产出的无效率是影响污水处理阶段效率的因素,COD和NH4-N存在较大减排空间。建议当局关注我国城市水资源系统的区域差异,促进中西部地区经济发展并引进先进技术,提高水资源利用效率和污水处理效率,实现人与自然和谐发展。 This paper applied Network BAM model to measure the urban city water resource system efficiency of 29 provinces in China during the period of 2003-2014,and analyzed the factors that caused the inefficiency of the system at the same time. It is found that there are obvious temporal-spatial differences in the efficiency of the urban water system in China. From the prospective of spatial,the east region performs better than other parts in both production stage and the decontamination stage; the western region has higher comprehensive efficiency and decontamination efficiency than the central region; while the production efficiency shows a descending order from the east to the west. In the view of time,the efficiency of urban water system is decreasing over the period of 2003-2014. It was the inefficiency of water input that caused the inefficiency of the production phase; meanwhile,the main factor that led to the inefficiency of waste water decontamination phase was the inefficiency of desirable output and input. There are great reduction potential for COD and NH4-N,and efforts should be made to improve the technology level of sewage treatment to optimize the decontamination efficiency. We suggest the authorities pay more attention to the regional differences of the urban water system,and promote economy development in backward areas. It's also of great importance to strictly implement the most stringent water management system.
