灵活性和安全性是劳动力市场的不同状态,平衡劳动力市场的灵活性与安全性是政策制定者所追求的目标。平衡劳动力市场的灵活性和安全性,需要打破制度性障碍实现体制内和体制外劳动力市场的统一,加强劳动力市场的法律监管力度,完善社会保障体系,提升劳动者的就业能力。
The labor market within the system is sufficient of security and lack of flexible, and the labor market outside the system is lack of security and too flexible. In order to balance the flexibility and security of labor market, we need break down institutional barriers and unify the labor markets within and outside the system, strengthen legal supervision of labor market, improve the social security system, and enhance the employability of labors.
