摘要
欧盟国家的劳动者保障体系无疑是世界上最为完善的,但也存在保障水平过度,保障方式不恰当的问题,其在减少劳动者面临的风险和损失的同时,也削弱了劳动力市场作为一种风险调节机制的作用与有效性,导致失业率特别是长期失业率居高不下,经济增长乏力。欧盟国家为解决这些问题做了大量探索,在借鉴丹麦模式的基础上,逐步形成了更富有弹性的劳动者保障体系。我国正在努力健全和完善劳动者保障体系,要避免在制度设计上出现失误,欧盟国家的经验和教训无疑具有重要的参考意义。
Although the workers security system in the EU is sure to be the most perfect in the world, there still exist such problems as over - generous benefits and inappropriate protection methods. The system, having lowered the risk and loss faced by workers on the labor market, has weakened the role and effectiveness of the labor market as a risk adjustment mechanism, which resulted in the sluggish economic growth and high unemployment rate, in particular, the long - term unemployment rate. To solve these problems, the EU countries, having drawn expe rience from Denmark, gradually established a new flexible security system after a lot of research and study. Now, China is working hard to improve and perfect her labor security system. To avoid flaws in the design of her own security system, the EU's experience and lessons may be of significant reference value.
