摘要 在大学"去行政化"的讨论中,基于权力角度的分析遭遇到政府下放高校办学自主权的理论与实践困境,并忽视了"社会"在高等教育领域的重要作用。事实上,高校办学自主权的落实与扩大应当立足于政府与大学问互利的交换关系,而非对立的权力关系。借鉴公共选择理论关于公共领域的交换的思想,构建政府与大学问三类交换关系模型,由此表明我国大学"去行政化"的实质,在于整个高等教育体制由政府单方垄断走向政府、大学、社会共同参与的平等竞争格局的结构性变革。市场组织、社会组织与自然人等行动者对高等教育管理领域的参与,是政府与大学问权力结构与交换关系变革的重要推动力,政府则是这一变革过程的主导者与竞争格局的管理者。 In the discussion of "the de-administration" of university, we encountered the theory and practical plight of university autonomy in running university given by the government based on the analysis of power angle, and ignored the important role of "society" in the field of higher education. In fact, the implement and expansion of the university autonomy should be based on the exchange relationship between government and university benefit, rather than the conflict power relations. With reference to the concept of public domain of public choice theory, the article construct the three kind of exchange relation model of government and university, which indicates that the essence of "the de-administrative" of university of China lies in the structural changes from the whole higher education system by the un'ilateral monopoly of the government to the equal competition of government, university and society participation. Market organizations, social organizations and natural persons and other actors involved in the field of higher education management is the important driving force of the power structure and exchange relations change and between the government and university, the government is the major player of the change process and the administrator of competitive pattern.
