摘要
由于ICT技术和产业的发展,市场经济条件下发展起来的产业联盟快速制定标准,并且把标准与专利相结合的做法对传统标准化组织造成了极大挑战。本文通过对市场经济条件下国家的联盟标准制定组织进行考察和分析,认为联盟组织应该分为非赢利社团性质的组织和企业协议集团类型的组织。不同类型组织的市场行为不同,所产生的标准性质也不相同。
As the development of ICT in industry, industrial alliances and consortia set standards very fast, incorporate patent technologies into standards, challenging traditional standardization organizations greatly. This article examines and analyzes alliances and consortia in free market economies so as to raise a perspective that those alliances- and consortia can be categorized into non-benefit societies and enterprises-agreement groups.
