Index System Design in Archives Public Service Evaluation: An Analysis Based on BSC and AHP

摘要档案馆公共服务评价的基础在于构建指标体系以及确定指标之间的相对重要性。借助平衡计分卡这一理论分析框架,论文构建了包括用户、内部流程、财务、学习和成长四个维度的指标体系。通过设计Likert量表测量重庆和广东梅州两地档案馆从业人员对各项指标重要性的认知,并且以层次分析法进行数据分析和处理,论文进一步以实践工作者的专业判断为基础确定了指标之间的相对重要性。 The foundation of archives public service evaluation lies in the index system designing and relative importance determining between indexes. With BSC,which considered as the theoretical framework, this article constructs an index system including four dimensions：Customer, Internal processes, Financial, Learn- ing and Developing. Furthermore, it takes Chongqing and Meizhou city archives for examples, and by means of designing Likert Scale to measure archivists＇ perceptions to the importance of various indexes. Then it makes data analysis and data processing by AHP. In addition, it further determines the relative importance between indexes which through the basis of professional judgment from practitioners.
