摘要
合理地分担风险,确定风险因素承担的主体,是城市轨道交通BT(建设-移交)项目成功的关键。在已有研究的基础上,建立了城市轨道交通BT项目的风险因素集,基于风险分担原则建立了风险分担影响因素的理论模型,并提出了城市轨道交通BT项目风险分担框架。基于风险分担影响因素的理论模型和风险分担框架,将风险因素在BT主办方、BT承办方和BT项目双方间进行了分担,得到了风险分配矩阵。明确了风险因素的责任方,有利于相关责任方确定工作重点。
Reasonable risk allocation and definite body of risk factors' undertaker are the keys to ensure urban rail transit BT projects. According to previous studies, an EBSCBS matrix of urban rail transit BT project is established,then,on the basis of risk allocation principle and the framework of risk allocation, a risk allocation matrix is obtained, in which the main risk fac tors are shared by BT sponsors, BT undertakers and the both sides of the BT project. A case study is used to verify the accu racy of the theoretical analysis, the research indicates that the identification of the risk factors' undertaker is beneficial to confirm the key points in work,and will ensure the success of BT project completion.
