摘要
加快发展农民专业合作社是推进现代农业建设的主攻方向和重要手段。合作社与现代农业规模化、专业化、科技化、市场化、职业化的基本特征一致,与现代农业促进农民增收致富的基本目标一致,与尊重农民意愿、以市场为导向、以科技为先导、因地制宜的基本原则相一致。当前我国合作社在发展过程中存在以下问题:重数量轻质量,规范化水平有待提高;重资金轻人才、项目,支持政策体系有待完善;重内部轻外部,合作模式有待拓展。同时,在建设现代农业过程中即没有将发展土地股份合作社作为基础和前提,不能适应现代农业的规模化发展需求;也没有充分发挥合作社作用,现代农业建设的成效没有得到最大体现。因此,现阶段,为促进农民专业合作社发展,加快现代农业建设,关键要积极稳妥推进土地规模化、加强合作社管理规范化建设、强化支持政策多元化、促进合作多元化。
Currently, accelerating the development of farmers professional cooperative is the main direction and an important starting point to promote the construction of modern agriculture efficiently, which is consistent with the modern agriculture basic features of large-scale, specialization, technology-driven, market-oriented, career-oriented, consistent with the basic goal of modern agriculture to increase peasants income, consistent with the basic principles of respecting the wishes of peasants, taking the market as the guide, taking technology as the guide, adjusting measures to local conditions. Presently, there are the following problems in the process of development about farmers professional cooperative in China： with the emphasis on quantity rather than quality, the level of standardization need to be improved; with the emphasis on funding neglecting on personnel and project, policy support system needs to be improved; with the emphasis on internal but overlooking external, modes of cooperation needs to be expanded. Meantime, in the process of building a modern agricultural, nor will take the development of land stock cooperation as the foundation and premise, which cannot adapt to the needs modem agriculture＇s scale development, also do not give full play to the cooperative vital new force function, so that the effectiveness of the construction of modern agriculture has not been the greatest expression. Therefore, at the present stage, for promoting the development of farmers professional cooperative and speeding up the construction of modern agriculture, the key is to push forward scale operation of farmland actively and steadily, to strengthen the construction of cooperative management standardization, to strengthen the diversification of support policy, and to promote diversity of cooperation.
