摘要
由于目前各级政府对于农业综合开发在市场经济条件下的定位以及开发主体等重大问题的认识还不够统一 ,严重影响了这一制度潜在优势的充分发挥。为此 ,本文主要研究了农业综合开发的定位与开发主体的调整 ,提出了农业综合开发应定位于农业准公共产品提供 ,并以地方政府为开发主体的论点。
Present governments at all levels have not been identical in views on some important questions of agricultural comprehensive development,such as the location and the adjustment of the developing entity,and so on.That has seriously hampered exploiting the potential advantages to the most.So this paper is to study mainly the location of agricultural comprehensive development and the adjustment of the developing entity and to set forth the following arguments:Agricultural comprehensive development should be located on the supply of agricultural quasi-public goods,and depend mainly on local governments.
