摘要
在林业的可持续发展中,政府要发挥主导作用,因为林业具有公共性,提供的物品属于准公共物品。然而由于财政资金总量不足,仅靠政府特别是中央政府的财政投入是困难的,还需要依靠市场和社会的力量。本文提出了林业可持续发展定位于准公共物品的提供,以政府投资为主;分析了政府财政资金的困境及弥补资金不足的对策。
In the forestry Sustainable development,government would be remained the predominant function,because the forestry has the publicity,provide belonging to sub-public products.However,owing to the public finance funds is not enough total,it is difficult to rely on input of governments public finance especiallied government,but also demand depend on market and societys power.Offered to the forestry Sustainable development fixed position in the sub-public producs surport,major to government investment in this paper.Analyzed the government public finance fundss predicament and made up the counter-tactics of the funds lack.
