摘要
基于张掖市水权制度涉及水权的主体、客体、来源、操作规则、实施可行性及可靠性、转让规则、权利的安全可靠性和系统是否综合集成8大基本问题,明晰张掖市现行水权制度建设取得的成果,同时指出其存在地下水管理体制上的时滞性和无效性,缺乏完善的水资源计量监测控制体系,现行水价偏离供水成本,水权水价信息不够公开透明等问题,并结合实地问卷调查结果,分析了张掖市现行水权制度中问题产生的原因。据此提出应加强对地下水的统一管理,完善水资源监测系统,实行当前成本水价,公开水权水价信息等建议。
Based on the eight fundamental questions about water rights, which consists of its subject, object, sources, the operational rules, the feasibility and reliability of enforcement, the transferring rules, the safety of the rights and the system integration, the paper clarified the achieve-ments of Zhangye City current water rights system. Meanwhile, it pointed out that the system existed several problems. The groundwater manage-ment system existed time lag and unavailability. It lacked of perfect water metering control and monitoring system. Besides, the current water price violated the cost of water supply, and the information of water rights and water price was not transparent. Combined with the result of question- naires, the cause of these problems in the Zhangye City current water rights system was analyzed. Moreover, addressed these deficiencies and prob-lems, some suggestions were put forward, which were strengthening the unified management of groundwater, completing water monitoring system, carrying out the current cost price and disclosing water right price information.
