摘要
教育是第三产业的一个特殊部门 ,但从教育产品的性质看 ,义务教育是一种公共产品 ,非义务教育也是一种准公共产品 ,这就决定了教育资源的配置的主体仍然是政府 ,不能推向市场 ,即教育不能产业化 ,尤其是义务教育更是如此。
Education is a special portion of the third industry, but considering it from the guality of the educational product,compulsary education is a kind of public products,and non-compulsary education is also a sub-public products,and this determines that the main body of educational resource allocation is the government,perple cannot push education to market ,that means it cannot be industrialized,especially compulsary education.
