摘要
近年来,集体腐败逐渐成为我国腐败的重要发展趋势,在腐败案件中占到了绝对比重。通过分析集体腐败的形成机理,运用复杂系统涌现性理论对集体腐败的涌现现象进行研究,分析集体腐败涌现过程的实现,揭示集体腐败涌现的"新质",可以更好地认识集体腐败的形成和发展规律,进而为提出治理集体腐败的公共政策建议提供一个新的理论研究视角。
In recent years, the collective corruption has become an important trend of corruption in China, which accounts for an absolutely big proportion of the corruption cases. Through the analysis of the formation mech- anism of the collective corruption, research into the emerging phenomenon of the collective corruption by using the complex system theory, this paper analyzes the realization of the emerging process of the collective corruption, re- veals its ＂newness＂ , and puts forward public polices and suggestions for the governing of the collective corruption. This paper provides a new theory research perspective for better understanding of the formation and development of the collective corruption.
