摘要
政府跨域治理既是当代公共管理理论的热点领域,亦是各国政府管理改革的核心议程。复杂系统研究已经广泛地影响到公共管理的一般理论和各个分支领域,形成了理解公共管理的新范式。文章认为,跨域治理系统在子系统数量和层次、系统的开放性、涌现性、演化性等方面都具有复杂系统的属性。在复杂系统范式下,何种协同机制可以实现系统的协同,如何对跨域治理协同进行评价是政府跨域治理研究的核心。针对此问题,文章提出了跨域治理协同评价的逻辑框架和基于序参量识别的政府跨域治理协同评价指标体系。
Cross - boundary governance is a hotspot in modern public administration theory and the core agenda of government reforms in each country. Research on complex systems has widely affected the general theory of public administration and its various branches and formed a new paradigm to understand public administration. Under the complex system paradigm, which synergy mechanism can achieve system synergy and how to evaluate the synergy of cross - boundary governance are core research topics for cross - boundary governance. Therefore, this paper proposes a logic model for evaluating cross -boundary governance synergy and sets up an evaluation index system of the synergy in cross - boundary governance based on order parameter identification.
