摘要
保障性住房是政府公共政策提供的一项重要的民生工程,具有"公共产品"的属性。本文以深圳市的八个成熟的保障性住房小区为例,通过调查问卷、部门访谈等方式,就保障性住房居民的住房满意度和公众参与情况进行调研,在现状分析的基础上,讨论保障性住房规划设计中公众参与存在的矛盾,并就问题提出配套综合规划、及时响应公众意见、培养专业人员和加强监督审核等若干政策建议。
Public housing is a significant civic project of government＇s public policies, which has the same properties as public products. The purpose of this research is, taking the eight completed indemnificatory communities in Shenzhen as examples, to explore the residents＇ satisfaction and public participation by questionnaires and interview. Based on comparison and analysis, this paper summarizes the characteristics, patterns of public participation for the planning and design process of public housing. Finally, suggestions to promote public participation in planning and design will be proposed
