摘要
通过分析人口老龄化、老年人群健康问题与健康服务需求,国外老年健康保障体系的实践与发展,运用社会保障学、卫生经济学等学科的相关理论,论证建立老年人优先的社会医疗保障制度对实现公民健康公平和社会公平,以及社会稳定和发展的重要性;揭示我国医疗保障制度改革所存在的老年健康保障"死角",明确了我国建立老年人优先的社会医疗保障制度的重要意义、必要性和可行性。
This article analyzes the aging of population, the health problems of elderly population, their need for health care, as well as the practice and the development of the health system for the elderly abroad. By applying relevant theories of social security system, health economics and other fields, we demonstrate the importance of constructing an aged-people-preferred social medical system, which can help to ensure the social equality and the stable social development. We also introduces the blind zones of the health care system for aging population during the reform of China＇s Medical System, and verifies the significance, necessity and the feasibility of constructing an aged-peoplepreferred social medical system.
