摘要
在新医改这一大背景下,如何促进公立医院的公益性回归,是衡量新医改是否成功的重要标准。文章认为,公立医院公益性淡化主要表现为看病贵问题突出、趋利性明显以及普遍较为紧张的医患关系;造成公立医院公益性淡化的制度性成因在于政府对公立医院的补偿机制、监管机制以及医院自身的激励机制等方面存在缺陷,由此提出公立医院强化公益性改革的措施是完善政府对公立医院的财政补偿机制、建立有效的监管机制以及建立合理的分配激励机制。
How to return state hospital into the track of the public benefit is the important criterion to evaluate the achievement made in the process of new medical reform. Public welfare dilution in the state hospital often manifests as the following aspects ： high cost of medical treatment , commercial - interest oriented, distrust over the doctor;there are several reasons giving rise to this situation; shortfalls in the government＇ s compensation and supervision mechanism to the public hospital, some defects exist in the hospital＇ incentive system. In con- clusion,we should take the following steps to enhance public welfare reform in the hospital;improve the gov- ernment financial compensation system to the hospital, establish an effective supervision mechanism and set up a reasonable incentive and distribution system.
