摘要
为定量论证医疗机构净收入与毛收入(业务收入)的关系,为从理顺浪费型机制入手,研制医改突破口提供技术支撑,文章借鉴经济学相关概念,遵循医疗机构经济运行内部规律,综合考虑各类影响因素,基于全国财务年报及统计年鉴资料,通过构建多元滞后变量的联立方程混合模型,发现:财政投入每萎缩一元钱,医疗机构毛收入由此增加4.025 5元。提示,增加医疗机构净收入从而改变其补偿机制,是解决问题,求得医改突破的关键。
To demonstrate the relation between revenue and gross revenue,which is the core of waste reimbursement mechanism,on basis of the conceptions in economy and the interior function rules of hospitals,the study used the simultaneous equations mixed model to analyse the very relation.The results are remarkable：the decreasing of one unit in government subsidies will cause 4.025 5 units increase in gross revenue of hospital.So making up the revenue of hospital can change the reimbursement mechanism efficiently,and it is also the key to breakthrough of health reform.
