摘要
《国家中长期教育改革和发展规划纲要(2010—2020年)》明确提出,要完善中国特色现代大学制度。中国现代大学制度的建设是高等教育改革和发展的必然要求,应遵循如下路径:实现学术权力和行政权力,大学自治与自主办学,大学制度与社会责任的和谐。
＂ Guidelines on National Mid-and Long-Term Educational Reform and Development Planning （2010--2020）＂ makes it clear that the modern university institution with Chinese characteristics should be improved. Construction of a modern university institution is an inevitable requirement of the reform and devel- opment of China＇s higher education and it should be conducted by achieving the harmony between the academ- ic power and the administrative power, between university autonomy and school-running independence and be- tween the university institution and its social responsibility.
